RECOMMENDATION

 

Staff recommends the City Council adopt a resolution authorizing the execution of an agreement with the Los Angeles County Department of Community and Senior Services, and the acceptance of grant funds in the amount of $206,942 per fiscal year, for the Elderly Nutrition Program (ENP) Grant for Fiscal Year 2016/2017 through Fiscal Year 2019/2020.

 

 

BACKGROUND

 

July 1, 2016 will mark the City’s 41st Annual re-authorization of the Elderly Nutrition Program (ENP) grant with the Los Angeles County Department of Community and Senior Services (LACCSS) Area Agency on Aging (AAA) using the Older Americans Act Title 42 (OAA) funds. Funds allow Culver City Senior Nutrition Program to operate the congregate and home delivered meal programs. The LACCSS ENP grant provides limited funding to 19 non-profit organizations and municipalities in Los Angeles County to manage over 100 nutrition sites that provide well-balanced nutritional meals that meet USDA guidelines.

 

 

DISCUSSION

 

The Senior Nutrition Program is an essential community program, operated by volunteers and Senior & Social Services Division employees, and open to Los Angeles County residents age 60 & above.  The previous four year LACCSS award totaled $728,728; $182,182 for each fiscal year.  In Fiscal Year 2014/15, SNP served 30,340 congregate meals, and 7,824 home-delivered meals were provided.

 

Although not required, participants may make a voluntary suggested donation of $2.25 per meal.  The LACCSS suggested meal donation amount varies by location, and the range is $1.50 to $3.00 per meal.  In Fiscal Year 2014/2015, Culver City SNP participants donated $49,806 toward meals.

 

LACCSS has awarded the City grant funds in the amount of $206,942 per fiscal year, for Fiscal Year 2016/2017 through Fiscal Year 2019/2020.

 

 

FISCAL ANALYSIS

 

The Culver City Senior Nutrition Program is funded through a combination of funding from LACCSS ENP Grant, Nutrition Services Incentive Program (NSIP) funds form the U.S. Department of Health and Human Service (DHHS) Administration on Aging (AoA), and program participants’ donations. Every effort is made not to use General Funds, but over the last two fiscal years some funds have been transferred to balance the expenditures.  Staff has worked with LACCSS to increase the award to help offset these increased operating costs, which has resulted in the City’s grant award being increased by $24,760 per fiscal year for this grant cycle.

 

Should the City Council adopt the resolution at this evening’s meeting, ENP Grant funds will be allocated in Account Number 41430410 (Operating Grants / Senior Nutrition Congregate Program) and 41430415 (Operating Grants / Senior Nutrition Home Delivered Meals Program).

RECOMMENDED MOTIONS

 

That the City Council:

 

1.                     Adopt a resolution authorizing the execution of an agreement with the Los Angeles County Department of Community and Senior Services, and the acceptance of grant funds in the amount of $206,942 per fiscal year, for the Elderly Nutrition Program (ENP) Grant for Fiscal Year 2016/2017 through Fiscal Year 2019/2020.

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
