RECOMMENDATION

Staff recommends the City Council adopt a resolution establishing various fees relating to Commercial Cannabis Business Permits pursuant to Culver City Municipal Code Chapter 11.17.

BACKGROUND/DISCUSSION

At its meeting of December 11, 2017, the City Council (by a vote of 4-1) adopted an Ordinance amending Title 11, “Business Regulations,” of the Culver City Municipal Code to add a new Chapter 11.17 “Commercial Cannabis Business”.

The Ordinance contains provisions for the City Council, by resolution, to establish fees pertaining to the administration of the regulation of commercial cannabis businesses and their permits. The fees established are based upon the reasonable cost of providing the services and regulatory activity for administering the commercial cannabis business permit system.

FISCAL ANALYSIS

The proposed fees are expected to generate sufficient revenue to cover the cost of administering the permitting and regulatory systems for each commercial cannabis business applicant and permittee.
