RECOMMENDATION

Staff recommends the City Council adopt a Resolution in support of Energy Upgrade California, an initiative to empower Californians to become energy stewards.

BACKGROUND/DISCUSSION

At the January 29, 2019 Sustainability Subcommittee meeting, Laura Rosenthal from Energy Upgrade California (EUC) presented the program and explained its benefits to the Subcommittee. EUC developed out of the California Public Utilities Commission (CPUC)’s efforts to meet the energy savings outlined in their Long Term Energy Efficiency Strategic Plan for 2009-2020. EUC offers educational resources for residents and business owners to manage energy use. EUC is funded through investor-owned utility customer fees.

Participation with EUC is at no cost to the City. The benefits include ongoing energy efficiency education through partnerships at community events. EUC also offers fact sheets, co-branded materials, small business energy efficiency guides, and free giveaways at public events. Residents and business owners can stay plugged in through EUC’s outreach and education through social media, newsletters, and more.

There are currently about 40 cities in California who are partnered with EUC, including Santa Monica, Beverly Hills, Los Angeles City, and Los Angeles County. Partnership with EUC can supplement the City’s ongoing social media efforts to reach residents and business owners to encourage them to be more energy efficient.

FISCAL ANALYSIS

There is no fiscal impact to participate with EUC. Some staff time will be required to coordinate efforts.

That the City Council:

1.                     Adopt a Resolution in support of Energy Upgrade California, an initiative to empower Californians to become energy stewards; or

2.                     Provide alternative direction to the City Manager as deemed appropriate.
