RECOMMENDATION
Staff recommends the City Council adopt a Resolution (Attachment 1) amending the Bylaws of the General Plan Advisory Committee (GPAC) and rescinding Resolution No. 2019-R086.
BACKGROUND/DISCUSSION
In 2018, City Council established the GPAC as an advisory committee for the General Plan Update (GPU) and appointed 21 Members. On September 4, 2019, the GPAC received draft Bylaws for review and consideration and on October 29, 2019, the GPAC moved to recommend that the City Council consider adopting the GPAC Bylaws. On November 18, 2019, City Council approved the GPAC Bylaws through Resolution No. 2019-R086 (Attachment 2). On October 29, 2019, some GPAC Members expressed confusion on Member responsibilities and the role of the GPAC. On January 9, 2020, staff and the consultant presented clarifications to the GPAC on roles and responsibilities. The amended Bylaws reflect those clarifications. No issues were raised by any Member regarding the Bylaws as amended.
