RECOMMENDATION

Staff recommends that the Parks, Recreation and Community Services (PRCS) Commission receive and file the report regarding the Culver City Plunge’s Programming and Revenue.

BACKGROUND/DISCUSSION

At the July 2, 2024, regular meeting, the PRCS Commission agendized a report from staff requesting information on the Plunge.  Operated by PRCS Staff, the Plunge is 50-meter x 25-yard Olympic size competition pool.  It also includes a 25-yard x 52-foot diving well with one-meter and three-meter springboards.  The Plunge opened on August 31, 1949.  Specific concerns that were mentioned by the PRCS Commissioners included the types of programming being offered at the Plunge, issues with accessibility through the required registration system, revenue concerns, and lack of availability for the public. PRCS Commissioners also mentioned the difference between operations at the Plunge prior to the COVID-19 pandemic.  In order to compare pre-pandemic and post-pandemic operations, staff pulled information from fiscal year 2018-2019 and fiscal year 2023-2024 for the presentation.

The report (Attachment 1) will be presented by Recreation and Community Services Coordinator Graciela Galvan and Senior Pool Manager Tristan Quiane.  In preparation for the report, staff reached out to nearby cities with questions about their pools and registration process (Attachment 2).  Staff also requested patrons of the Plunge to fill out a survey about their experience.  The survey results from the patrons are Attachment 3.

FISCAL ANALYSIS

The plunge has dedicated revenue lines within the City’s budget and each dedicated line contains a revenue goal.  The below chart shows the current fiscal year’s projections for each of the Plunge’s revenue account.
