RECOMMENDATION
Staff recommends the City Council approve the final plans and specifications and authorize the publication of a notice inviting bids for four tenant improvement projects located at City Hall and the Teen Center; CIP numbers PZ-132 - Building Repairs; PF-048 Lobby Area Safety Improvements; and Account No. 10130110.619800 -Teen Center Kitchen Repairs & Restoration.
BACKGROUND
Staff combined the following tenant improvements into a Request for Proposals (“RFP”) to hire an architect to prepare designs and construction documents, estimate building costs, and oversee construction of the following four projects (collectively, the “Project”):
City Hall:
• 3rd Floor - Risk Management: To ensure sensitive matters are conducted in a confidential manner, create two private offices to replace four workstations.
• 1st Floor - Finance: Split an existing private office formerly used by a department head in half to create two private offices for use by middle managers.
• 2nd Floor - Permit Counter: To improve staff safety, design a transparent partition extending the entire length of the permit counters. The work also includes drywall framing to place full-length, access-controlled doors at each perimeter entryway, replacing the existing low-height doors.
Teen Center:
• Kitchen: Remodel an existing commercial kitchen to teach culinary classes. Once remodeled, the Parks, Recreation and Community Services department intends to enhance their recreation program by offering courses in meal preparation.
On May 1, 2025, staff released RFP No. 2619 to competing architects. The proposals were due on June 5, 2025 and five were received. On August 11, 2025, the City Council approved a $77,000 ($62,000 + $15,000 contingency) professional services agreement with the lowest bidder, YWR Architects to complete the scope of services.
DISCUSSION
YWR Architects has prepared detailed construction plans and specifications for the Project that were reviewed by staff. Permits have been issued by Building Safety for their construction, and they are now ready to attach to a notice inviting bids that will be released to competing general contractors to implement the Project.
Culver City Municipal Code Section § 3.07.090.C requires Public Works Projects exceeding $150,000 to have their final plans and specifications approved by the City Council prior to their release to competing contractors. The final plans and specifications prepared for the Project are contained in Attachment No. 1 - Four Tenant Improvement Plans and Specifications.
If approved for publishing, a notice inviting bids will be released to competing general contractors on July 16, 2026. Once the bids are received and evaluated, staff will return to the City Council with a recommendation on which general contractor to hire to construct the Project.
FISCAL ANALYSIS
The Adopted Budget for Fiscal Years 2024-25 includes sufficient funding in the following accounts to cover the cost to complete the Project:
City Hall Offices: Risk Management and Finance:
• CIP No. PZ-132 - Building Repairs. A Mid-Year budget amendment request amounting to $275,000 was approved to fund these projects.
City Hall Second Floor Permit Counter Enclosure:
• CIP No. PF-048 Lobby Area Safety Improvement -- $132,500.
City Hall total budget: $407,500. YWR Architect’s construction cost estimate for the permit counter enclosure and the four offices is $330,000. YWR’s fees amount to $46,000, leaving a $361,500 balance remaining to cover the cost of construction. If after the bids are received, a balance remains in the budget, it will be used to purchase new furnishings for the four offices.
Teen Center Kitchen Remodel:
• General Fund 10130110.619800 - Other Contractual Services Teen Center Kitchen Repairs & Restoration -- $160,000. This account has been used to cover $31,000 of the architectural fees however, since the remaining $129,000 will not be carried over into Fiscal Year 2026/27, CIP No. PZ-132 - Building Repairs will be used instead to cover the cost of construction.
o YWR Architects construction cost estimate for the kitchen remodel is $119,000. YWR’s fees are $31,000, which leaves $10,000 remaining to cover contingencies.
