RECOMMENDATION

 

Staff recommends the City Council approve a third amendment to an existing general services agreement with Marina Landscape, Inc. for Citywide Landscape Maintenance Services to expand the scope of services and increase the not-to-exceed amount by $123,386.64 for an aggregate not-to-exceed amount of $1,494,691.64.

 

 

BACKGROUND

 

On February 2, 2023, the Parks, Recreation and Community Services Department (PRCS) released a Request for Proposals (RFP) No. 2311 for Citywide landscape maintenance services. The RFP included landscape maintenance services for sites managed by PRCS, the Economic Development Division (EDD), and the Transportation Department, as well as the Blackwelder/Ballona Creek Annual Clean-Up.

 

On April 10, 2023, Marina Landscaping Inc. was awarded the contract for landscape maintenance based on its responsive proposal. The original term of the agreement was May 1, 2023 to December 31, 2025, a period of two years and seven months, with a not-to-exceed amount of $766,230.

 

On October 21, 2025, the contract was amended to extend the term for one year from December 31, 2025, through December 31, 2026. On January 26, 2026, a second amendment was approved to increase the aggregate not-to-exceed amount by $605,075 to $1,371,305 to support the 2026 and 2027 extensions.

 

 

DISCUSSION

 

The overall amounts for the current amended agreement are as follows:

 

The costs, including the 7 months in 2023 are broken down as follows:

Staff recommends that the City amend the agreement to increase the total not-to-exceed amount by $123,386.64 for a total of $1,494,691.64 over the entire term of the proposed amended agreement to support the following expansion of services:

 

Parks Division:

 

The Parks Division is requesting to increase its monthly amount by $420.28 for the remainder of 2026 (7 months) and $437.09 for the 2027 calendar year for a total increase of 8,187.04.

 

The Parks Division plans on removing the landscape maintenance services at City Hall and the Police Station from the current contract agreement and transitioning the work in-house. This reduction of services will provide the City with a monthly cost savings of $1,224.72.


The Parks Department also plans on adding to the current contract agreement trash route one day per week consisting of emptying out all the park trash cans. The quoted monthly cost of this service will be $1,645.00. The difference from the cost savings and additional trash route day is being requested to be added to the contract and includes with a 4% increase for calendar year 2027.

 

Economic Development Department:

 

In 2007, Culver City implemented an Area Improvement Plan to promote revitalization, encourage reinvestment and eliminate blight along the West Washington commercial corridor. The phased program is targeted between Glencoe Avenue and Atlantic Avenue surrounding two economic development projects. The Economic Development Department is requesting to increase its amount by $84,499.60 for the remainder of 2026 and $30,700 for 2027 for the following expansion and addition of services:

 

                     An additional day of service in Media Park, increasing their frequency to three times per week (ongoing)

                     Area Improvement Plan Phase I and II ground/tree replanting (one-time)

                     CCAD Tree Well Cleaning (one-time)

                     Increase the frequency of service to twice a month for the Area Improvement Plan Phase I and II (ongoing)

                     Service for the Area Improvement Plan Phase IV (ongoing)

 

 

FISCAL ANALYSIS

 

The Adopted Budget for Fiscal Year 2025-2026 includes sufficient funding for these services in multiple accounts. There is sufficient funding in Account No. 10130300.619800 (Parks Division - Other Contractual Services) for the parks-related landscape services which can be found in the PRCS section of the budget book on page 329. There is sufficient funding for the EDD-managed landscape services in Account Nos. 10110500.619800 (Economic Development - Other Contractual Services) which can be found on page 192 of the budget book, 42516510.619800 (West Washington Landscape Maintenance District #1 - Other Contractual Services) which can be found on page 568 of the budget book and 42516520.619800 (West Landscape Maintenance District #2 - Other Contractual Services) which can be found on page 569 of the budget book. There is sufficient funding in Account No. 41880000.730100 CIP No. PS017 (Tactical Mobility Lane) to fund the transportation-related landscape services which can be found on page 590 of the budget book.

 

Funding for future years of the proposed amendment will be included in the base budget in future fiscal years.

That the City Council:

 

1.                     Approve a third amendment to the existing general services agreement with Marina Landscape, Inc. for Citywide Landscape Maintenance Services to expand the scope of services and increase the not-to-exceed amount by $123,386.64 for an aggregate not-to-exceed amount of $1,494,691.64;

 

2.                     Authorize the City Attorney to review/prepare the necessary documents; and

 

3.                     Authorize the City Manager to execute such documents on behalf of the City.
