RECOMMENDATION

 

Staff recommends the City Council approve a five-year agreement with ____________, in an amount not-to-exceed $250,000.

 

 

BACKGROUND

 

The City owns 29 buildings of various ages whose rooftops are primarily built-up systems comprised of plywood decking, steel beam framing, corrugated metal, clay tile, asphalt shingles, galvanized steel flashings, roof hatches, gutters, down spouts, gravel ballasted coatings, bitumen finishes, parapets, and other membranes and related materials. 

 

Roofing materials deteriorate primarily due to aging.  Their exposure to the sun, windstorms, and rainstorms causes joints, membranes, and seams to separate and sealants to erode.  The resulting gaps, peeling, and holes create leaks and other damage. 

 

 

DISCUSSION

 

Staff released RFP No. 2669 to competing firms to perform roof maintenance and repair activities on an as-needed basis including debris removal, reapplying sealants in and around membrane seams, joints, downspouts, parapets, gables, etc., and when peeling or holes develop, then the roofing materials in the damaged areas will be removed and replaced.

 

Seven firms responded to the RFP with the following hourly rates and material markup percentages:
