RECOMMENDATION

 

Staff recommends the City Council adopt an ordinance to confirm the Downtown Culver City Business Improvement District (DCCBID) 2025 Annual Work Plan and Levy of Assessments.

 

 

BACKGROUND/DISCUSSION

 

On November 11, 2024, the City Council conducted a Public Hearing and introduced an Ordinance to confirm the Downtown Culver City Business Improvement District 2025 Annual Work Plan and Levy of Assessments (Attachment 1). 

 

The proposed 2025 DCCBID Annual Work Program (Attachment 2) includes:

 

                     Marketing and promotional activities;

                     Decoration and beautification;

                     Supplemental maintenance of the district;

                     Annual budget; and,

                     Schedule of Business Assessments

 

The DCCBID Advisory Board is proposing a 3% increase to the existing assessments for 2025.

 

Pursuant to California Streets and Highways Code Section 36541, the adoption of an ordinance is required when increasing assessments.  In accordance with subsection (b) of City Charter Section 619, the proposed Ordinance will become effective immediately upon adoption.

 

 

FISCAL ANALYSIS

 

The 2025 DCCBID budget estimates assessment revenues of approximately $408,080. The budget includes appropriations for maintenance, administration, and marketing in the amount of $398,000 and an anticipated reserve of $10,000. There is no significant fiscal impact to the City relative to the approval of the DCCBID Work Plan or the adoption of an Ordinance to levy the DCCBID assessment for 2025.

That the City Council:

 

Adopt an Ordinance Confirming the Downtown Culver City Business Improvement District 2025 Annual Work Plan and Levy of Assessments.
